Bill inspired me to be a municipal manager. He encouraged me to go back to graduate school to expand my opportunities. I worked for Bill for about 3 years in Mount Lebanon, but his effect on my career trajectory and the quality of life for my family will last the rest of my life.

We wanted to share our condolences with Bill’s family. It is never easy to have to say goodbye to a loved one. The pain of loss can be unbearable. Our Creator promises us that one day this pain will be just a memory. That beautiful promise can be found at Revelation 21:3,4. Our pain and suffering will be a thing of the past, and we can cry tears of joy as we welcome back the ones that we love so much. We hope you find comfort in those promises.

My condolences to you, Jean, and your family upon Bill's passing.
I was privileged to spend so many years with him at the Miniature Railroad & Village exhibition as we kept it running for hundred of thousands of our Pittsburgh neighbors and visitors from all over the world.

Our sincerest sympathy on Bill’s passing. Some great memories of Bill’s dedicated public service and the work we did to connect the school district and the municipality.
Unfortunately, Linda and I are out of town and are unable to attend the services.
Our sincerest sympathy to Jean and the Baldwin family for your loss.

Sincerely,

Glenn and Linda Smartschan
